Julie A. Dunne

Ms. Dunne is a senior leader with more than 25 years of professional experience. She has served in federal agencies and as congressional committee staff. Her experience includes senior executive positions in the government and as a practicing lawyer. Her policy expertise includes federal acquisition, government management, federal IT modernization, supply chain security, cybersecurity, and international trade.

Ms. Dunne has served at three federal agencies. Most recently, she served as the commissioner of the Federal Acquisition Service (FAS) at the General Services Administration (GSA). As commissioner, she led a federal organization of 3,500 people with an $18.8 billion budget generated from fees charged on more than $75 billion in acquisition solutions and shared services provided to federal agencies. This result represented an increase in sales from FY 2019 to FY 2020 despite the challenge of COVID to FASs business model. During her tenure, she led policy implementation efforts to drive innovation and streamline federal acquisition, including management of a major reform effort for GSAs largest contracting program. She also established a FAS IT automation center to streamline the acquisition process, managed strategic planning and major investment reviews; and represented GSA on the government-wide Federal Acquisition Security Council to manage supply chain risk.

Prior to joining GSA, she served as professional staff on two congressional committees. Specifically, she served as staff director on the Government Operations Subcommittee of the House Oversight and Government Reform Committee, and as senior counsel on the Senate Homeland Security and Governmental Affairs Committee. Her policy/legislative portfolio included federal acquisition, federal IT management, cybersecurity, security clearance reform, civil service, census, and federal records. She also conducted numerous oversight projects, including major investigations of data breaches at a private sector entity and federal agency, agency management of IT acquisition, and an investigation of fraud against the elderly.

In addition to her congressional experience, Ms. Dunne was a government contracts attorney in private practice in Washington, D.C. where she litigated bid protests and contractor claims. While at the Department of Homeland Security (DHS), she served as an associate general counsel for general law and deputy executive secretary in the Office of the Secretary. She managed investigations, as well as DHS reorganization, acquisition, fiscal law, and FOIA issues. Prior to DHS, she was special assistant to the Assistant Secretary for Export Administration at the Department of Commerce’s Bureau of Industry and Security with responsibility for dual use export controls policy/regulation. And prior to that executive branch service, she was an international trade attorney in private practice in Washington, D.C..

Ms. Dunne holds a J.D. from American University’s Washington College of Law and a M.S. in International Commerce and Policy from George Mason University. Her undergraduate degree is in Political Science and English from James Madison University.
