William Marshall – Emeritus

Bill Marshall is a Senior Advisor to The Chertoff Group, where he advises businesses and government organizations on intelligence and security-related matters with a special emphasis on programs, capabilities, and services associated with cybersecurity. Prior to assuming his current role as Senior Advisor, Mr. Marshall served as Managing Director at The Chertoff Group for nearly seven years. During this period, he also served as the firms Facility Security Officer (FSO) and Contractor Special Security Officer (CSSO).Mr. Marshall brings to The Chertoff Group a broad base of expertise in intelligence and cyber-related matters after nearly 35 years of service at the National Security Agency/Central Security Service (NSA/CSS), where he held a variety of senior leadership, management, and analysis positions in support of the U.S. Intelligence Community and Department of Defense.

During the latter stages of his career at NSA, he served in a number of senior leadership positions responsible for addressing a range of national security and cybersecurity-related matters.  Mr. Marshall served as NSAs Deputy Chief of Staff for Cyber, a position in which he supported the Director, NSA as the agency’s senior cyber strategist. He was the first Director of the NSA Threat Operations Center (NTOC), which played a key role in the delivery of time-sensitive intelligence, warning, and response to global threats to U.S. Government information networks. As Director of the Information Operations Technology Center (IOTC), a joint Intelligence Community and Department of Defense Organization, he led this key interagency activity that produced specialized tools, assessments, and operating concepts in support of U.S. Government cyber operations.  Mr. Marshall also served as Chairman of the National Signals Intelligence Committee (SIGCOM) which developed assessments and provided recommendations in support of major intelligence community policy and capability decisions designed to improve the collection, production, and use of signals intelligence.

Mr. Marshall received a Bachelor of Arts degree from Hampden-Sydney College and a Master of Science degree in National Security Strategy from the National War College. He earned numerous awards for service including the Meritorious Executive Presidential Rank Award, the National Intelligence Distinguished Service Medal, and the National Intelligence Medal of Achievement. He is also a recipient of two of NSAs highest awards, the Exceptional Civilian Service Award and the Directors Distinguished Service Medal.
